I was going to reference him but wasn't sure if since it was that long ago things changed. General idea though is there's waivers for freaking everything anymore. NCAA basically opened the flood gates and they don't know how to stop the leak.
The waivers are not related to entering the portal, I believe. They govern your eligibility after a transfer out of the portal. E.g., Arik Gilbert entered the portal in the winter window, we took him.; Now we need to find out if he can get a waiver to be eligible this fall or if the one year residence rule applies.

In order to transfer and be eligible at all, you have to conform to the portal mechanism, I believe.
 
But those guys transferred before the portal "window" rules were put in place, which was just last year, did they not?
I agree the NCAA hands out waivers for immediate eligibility like candy. But have they done so for players wanting to transfer outside the window?
The rules were implemented for 2022-2023, so they were already in place for guys like Ortiz. Further, the windows are Dec 5 - Jan 18 and April 15 - April 30. There were 44 players who entered the portal throughout the month of March 2023. Here's an article from March 22nd that appears to be immediately eligible:

Ya, but all they are going to say is "Gilbert needed a change of scenery for his mental health" and he will get one.
 
It was a week before game 1? 2 weeks maybe. So at least mid August.

Gebbia left the Monday of week 1, after attending a day of classes so that he burned a scholarship that could have went to a walk-on that needed it. 🖕
