Saw this and thought no way, but is there a nuance to the rule?

EDIT for correct explaination.
The subsitution was LEGAL because the previous play was under review and the punt team was in formation when play was blown in. The offense was off the field. The offense was considered the subsitutes.

This part is still true:
2 issues I have with this play.
1. Georgia has shitty coaches for rushing and scrambling it's players onto the field, they could have came in waves or one at a time causing ND to get a delay of game.
2. The no-call on the false start by the ND WR.

I need to go back and review this play and see what happens exactly. I'm getting mixed feedback from a few college guys because no one saw the play and subsitutes in full.

Once a subsitution(s) come onto the field (this case punt team), if in formation and set, they must participate for a play.
If they came onto the field, never got set and ran off immediately they can sub like that.
If they came onto the field, got in formation and set for a second then ran off, that's illegal subsitution.

Substitutes who become players (Rule 2-27-9) must remain in the game for at least one play and replaced players must remain out of the game for at least one play, except during the interval between periods, after a score, or when a timeout is charged to a team or to the referee with the exception of a live-ball out of bounds or an incomplete forward pass (A R 3-5-2-III and VII) PENALTY [c-d]—Dead-ball foul: Five yards from the succeeding spot


Substitute
ARTICLE 9
a A legal substitute is a replacement for a player or a player vacancy during the interval between downs
b A legal incoming substitute becomes a player when they enter the field of play or end zones and communicates with a teammate or an official, enters the huddle, is positioned in an offensive or a defensive formation, or participates in a play.

The explanation that I've seen is that because the center hadn't touched the ball he was still able to sub out? But if he touched the ball it's no longer dead, and he cannot sub.
I read the rule and that was my interpretation of it.

I thought I saw the ND WR false start
 


Smarts father fell two days before the game and had to have surgery on his hip. He passed away due to complications.
Feels like I won't have to worry about this kid going anywhere.

God damnit. This happened to a great uncle of mine, once your that age a broken hip or leg really can be a death sentence. Prayers to the Smart family

Tough week for Kirby and family. He had to leave the walk through because he thought his dad wouldn't make it, but was able to hold on longer. They were really close, his dad was a well respected high school coach in South Ga and North Ga and of course the reason Kirby is a coach. Wouldn't be surprised if Nebraska didn't have some players come through he was the coach of. Anyway, blessing for Smart family that season is over I guess.
