I understand it's intentions but it doesn't work.

Not sure how I feel about there being by a rule that a team has to interview a certain number of minorities. Obviously there will be pointless interviews then if there isn’t a qualified minority candidate available.

It's a completely ineffective rule and mostly just puts a stain on the strongest minority candidates who are token interviews and then penalized because they didn't get a job that a team had no intention of giving them
