Gives him room to give raises and hire new people/move people around. Wouldn't be good to be maxed out and then you can't give the defensive coaches a raise when they deserve it.

Saves a whole lot of hassle. If it was maxed then he can't give a raise until his contract is amended to reflect a new assistant allowance. Nothing wrong with having some flexibility ready to go.

We should pay guys less but also use all of the salary pool.

Not really the point. You asked why negotiate for a bigger assistant pool? I answered gives him flexibility over several years without renegotiating. It's what happens when you have a plan that is longer than 1 year.
 
remember when Riley's special teams coach was getting roasted and people couldn't stop talking about his salary? iirc he was making $250k

Riley should have never fired him. If anything, he deserved a raise to $550k or $650k. He was a bargain for UNL.
