Is there even any word where that pic was supposedly shot? Like if this is from a parade in some Nebraska town, it would probably be in the local news and we'd be able to find the spot on Google Street View. Also notice the shamrock in the window, suggesting that this was shot around St. Patrick's Day.
In short, it smells like bullshit to me.
