I don't think it'll fix everything, but it might fix some things. They have to establish some more concrete standards and practices with this stuff. Throwing their hands up and letting the bagmen dictate the shape of the recruiting world isn't a long term answer.
Sucks for a place like UTSA who has to scrape a million dollars together to keep Frank Harris, for example, and hope he doesn't take half the bag up front and split, which has happened
Also sucks for a kid like Jaden Rashada who goes to florida on a 'four year deal' and gets screwed by things out of his control, then has to take a massive pay cut to go somewhere that can actually deposit the money when he could have gone to Auburn and saw 90% of his original deal with some security.
College football needs a strong governing body to enforce all this and provide a framework before we can even discuss what to enforce. Schools are subject to the whims of TV networks and athletes are subject to the whims of bagmen.
