My question with that is when the offense decides to clap to snap the ball, does that mean the defense is not allowed to clap at all? The defense also can't hear anything and may be trying to get the attention of other players, so why wouldn't they be allowed to do some sort "signal" such as clapping to get other players' attention?

That is correct. The defense can't use anything that is what the offense is using to start their play. If the offense is using any words, signals, or sounds, the defense can't use the same ones, including clapping, 'set hut', 'hike', yelling 'motion' or 'shift'.

What if the defense does it first in a game? Wouldn’t that make the offense unable to use it then?
