He was allowed to because he's joining UGA for their bowl practices after their semester is officially over (end of this week). That was part of the plan with Raiola there as well.
That’s BS that that’s allowed. If they participate in practice for the 2023-2024 season, then their eligibility clock should start.

It’s exactly a week away from the National Signing Day. The Nebraska Cornhuskers are sitting at 25 commits and the No. 25 class in the country.
The transfer portal buzz remains very strong — former Ohio State quarterback Kyle McCord and former Ohio State wide receiver Julian Fleming both made it to Lincoln — but Nebraska coach Matt Rhule believes the backbone of Huskers football will always come from high school recruiting.
Nebraska still has a handful of names to keep an eye on as the final weekend is ahead and Early Signing Day draws near. Here’s a look at those recruits:

Lamar Radcliffe — Nebraska showed interest in the running back toward the end of November, but things are quiet at this time.
That doesn’t necessarily mean the Huskers are out on Radcliffe, but you’d have anticipated a little more interaction there if something was going to happen imminently.
Nebraska still doesn’t have a running back in this class and at this time it doesn’t seem like that’s going to change because of Radcliffe.

Dylan Raiola — Perhaps the single best recent example of everything is fluid in recruiting, as Nebraska once again appears to be in a good spot with one of the nation’s most sought after quarterbacks and a legacy in Raiola.
This came together quickly as Raiola was recruiting for Georgia last week and is now set to visit Nebraska this weekend. As an early enrollee it seems the quarterback is on a compressed schedule to decide should he stay with the Bulldogs or go with the Huskers?
Nebraska, meanwhile, could see its future outlook at quarterback dramatically change over the course of a handful of days in December. ‘Crootin.

Alexander Ruggeroli — This big offensive lineman has been on his own recruiting roller coaster, as he visited in October, was strongly considering Nebraska, looked to be on the outside looking in and now might have a spot available for the 2024 class.
Nebraska loves lineman and this one might be a favorite of Donovan Raiola’s because of familiarity with Bishop Gorman’s coaches and their style.
Ruggeroli is hearing from other teams, but the money is on Nebraska to add another one up front.

Amare Sanders — Wrote about this recruit a week or so ago and it continues to appear to be a Nebraska-Virginia battle for the defender, who released a Top 5 that also included Duke, Louisville and Miami.
Nebraska defensive backs coach Evan Cooper is a big fan of Sanders, who has good size, is relatively new to football and comes from a strong athletic family background.
While Sanders has stayed relatively quiet about it, Nebraska has stayed consistent in the recruitment. That could win out in the end.

Maraad Watson — This Kent State commit is currently slated to visit this weekend. The Huskers immediately got an offer out and a visit set after he committed to the Golden Flashes and it appears more teams have started to see what Nebraska sees in the intriguing New Jersey native.
Nebraska cut loose Carlon Jones because he wasn’t planning to sign until February and there wasn’t a strong feeling that he’d stick. Since that time Alabama and USC have joined Ohio State in pursuit of that defensive lineman, opening a potential spot and the Huskers have turned to Watson.
Tennessee went in-home for Watson and are attempting to get him on campus. Can Nebraska survive that? Will it be able to top Rutgers? Does Mikai Gbayor have any influence as the two went to the same schools? Am I finally out of questions?

Huskers quarterback commit Daniel Kaelin could be on the move​

Nebraska quarterback commit Daniel Kaelin is checking out his own options as the news has spread of the Huskers hosting five-star signal caller Dylan Raiola this upcoming weekend.

247Sports has confirmed Kaelin is expected to visit Michigan State this weekend. The Spartans were one of Kaelin’s earliest offers, but with a coaching change following the Mel Tucker ouster this season, has opened a door in East Lansing.

Kaelin previously was committed to Missouri but flipped to Nebraska when the coaches turned their attention to him following Raiola’s commitment at Georgia.

However, with Raiola now appearing to be looking again and a Nebraska visit on the horizon, Kaelin is looking at his other options.

Kaelin was a big piece of Nebraska’s class, serving as a sort of ambassador for players who came in on visits, often driving over from Omaha to be there for visit weekends and home games.

This summer Kaelin, along with Raiola, was named as an Elite 11 performance after a strong showing at the finals of the event.

Earlier on Wednesday, 247Sports director of recruiting, Steve Wiltfong, mentioned Michigan State as a team that might be one to watch for Kaelin. Here's what Wiltfong wrote:

"One of the first programs that comes to mind is Michigan State. Kaelin has always been high on the Spartans program, and Michigan State aims to sign two high school signal-callers after inheriting a roster with zero scholarship passers."
