Likely. Hes one of those I always thought that in previous eras would have been a late producer. With the roster limit though, thats not possible anymore.
Unfortunately, in the last year or two, I think it's become increasingly clear that "developmental programs" cannot exist if people want to win at a high level. You just can't wait 3 years at minimum anymore for a guy to pop. EJ probably one of the last in that breed.
