We used sportsurge.net quite a bit in the Netherlands. Pop-ups are annoying, but in a pinch, it works okay—50/50 chance the video player will let you stream it to a TV.

Brave Browser will block most of the pop-ups and some of the spammy click-throughs, but then some of the streaming sites catch on what's happening and force you to enable scripts to load the player. TVSportsLive (found on sportsurge) has been working great for some acquaintances of mine.
