Maddening
I always have to preface this with I basically live in a third world country but we were all set to have kids in the building, sports practices, etc. when we were told that we were staying distance due to "an abundance of caution" even though, based on the chart we were given at the beginning of the year, we were still in yellow. I saw that phrase used when a football game in Nebraska was cancelled so then it clicked that it's some new buzzword that basically sets a piss poor precedent. I would even go as far as to call it an "Orwellian" phrase.
