Data seems to mixed on its efficacy but I think the premise that it increases concussions might be without merit. (for now). Its biggest impact might be to protect an institution from a lawsuit.

Not one single statistic, potential benefits are listed but not supported by anything. it did not used to have the disclaimer it has on it now - It was just thrown out there. And I've never laughed harder.
