I keep getting emails from “ipstack” that we are out of monthly ips too. After a little research I signed up for ipstack when we needed to block India registrationsStill smells like a faulty or misconfigured switch on GoDaddy's side to me. That would explain why some traffic is getting through and some isn't. And if I'm right, that would be something that GoDaddy needs to fix, not something you screwed up.
Cloudflare basically acts as an intermediary. Rather than connecting directly to your server, visitors would connect to Cloudflare, which would then relay things to the server. As long as Cloudflare can connect to the server, people should be able to access the site. It can also help alleviate some load on the server.

I deleted those countries so I think it should be good now. Sorry, forgot it was even a thing we did
OK, a system like that would fall under the firewall/anti-spam/IP-based blocking that I mentioned in the other thread as a possible culprit. Try turning that off.

Preach. I'm newer in the IT (networking) and I feel guilty having to look so much shit up.
