Or simply smoking in public? I know I'm guilty of being pretty nonchalant about my weed consumption, even in non-legal states, due to it being not a big deal in the majority of states now. Apparently, they were charged with a misdemeanor, so definitely not selling. They were probably smoking in their car or something and got popped.
