They don't want chewed up gum on their streets & stuck under their tables, & it's in general viewed as a low-class habit. They want a super clean city, so they make the nuisance item illegal with a strong enough punishment that people take notice & don't do it. Just a different mindset than most places in America.
I don't think you find a lot of the Thai-style prostitution & druggie stuff there either, FWIW.
