How is Matt Rhule so low?
I'm guessing that is his salary for this year as $5.5 mill for 8 years is only $44 mill. So it is probably beck end loaded to take advantage of Carolina paying his salary difference. I believe this was a tricky negotiation for Rhule with Carolina which was potentially one of the hold ups.

Yeah, it goes up every year. I think the less money at the start was to help us because of all of the Frost money we owed. Of course, more money later also make it more expensive to fire someone.
 
How is Matt Rhule so low?
Kept low at the beginning so Rhule could get the most from Carolina.

d. If you continue to be employed until December 31, 2030, a payment in the amount of $1,000,000 shall be made to you (less required withholding) by the Payment Date.

It was tricky trying to make it worth Rhule's time when he had Carolina's money coming to him for doing nothing.
