In no order, here are mine.
Elite staff hires - no more buddy hires who aren’t qualified and don’t have experience at this level. Going to need to develop who’s left on the roster. This includes strength and conditioning staff.

recruiting and EVALUATION- should go without saying but decent recruiting rankings haven’t been the issue. But perhaps the evaluation of those commits have been. Too many flame outs and not enough development

In game management/leadership- too many games where the head coach makes boneheaded decisions that cost time and field position. It’s tough enough playing the other team, but you lose a lot of one score games when you’re beating yourself. Would be really nice to have a coach who has the awareness and gamesmanship to put the team in a position to win games.

P5 experience needs to be pretty high on the list too. But I 100% agree with your list.
 
1) Has to build a culture of toughness on both offense and defense. Finesse is never going to work here
2) Build upon what currently exists. We can't afford to burn it all down again and try and recruit a complete new set of QBs and offensive players
3) Bring in enough veteran assistants and AD personnel to turn this back into a P5 level program
4) Take better advantage of advances in technology for S&C and actually use NAPL to its full extent.
5) No overpaying of coaches that haven't earned it yet. Bringing in lesser experienced assistants and giving them a big payday is dumb
