I'm pretty sure he has a stutter, and his cover word or phrase is "you know what I'm sayin". I personally have a slight stutter and my wife is a SPED teacher and she said people with stutters use "bridge words" to help them get through the stutter. That is crazy annoying, but it makes sense.
