I don't think Riley brought in Billy Devaney. I think he was an Eichorst guy.
Eichorst wanted to run the program like Alverez did at Wisconsin - he wanted to be the one actually pulling all of the strings. That's why he brought Riley in...he knew that Riley would be his puppet.
Problem was that Alverez's background was football, not being a lawyer. So, after realizing that he didn't know dick about running a football program, rather than letting the coach he hired run the team, he brought in ol'Billy. That's when Riley was forced to fire Banker as DC and bring in Diaco.
