Just saying there of nothing in the context to suggest he was blaming the receiver. Maybe he was...but you can't get there based on the phrase "rookie mistake". That's like saying - if Rhule said one of our QBs made a "veteran throw" - it couldn't have been Raiola since he's not a veteran
