It's targeting via Rule 9.1.4. Runner was a defenseless player because he was in the grasp of a defensive player. Any hit to head or neck area of a defenseless player is targeting.

That's pretty generous to consider him in the grasp of another player. Maybe I'm remembering wrong but seems like the other guy got there maybe a second ahead of him.

I don't like the rule and do feel they were extremely tickey tack with the call. This defender was trying to hit the offensive player to prevent him from the goal line, not to punish him.
