Rhule has made this move before at Temple with Adam DiMichele. In Year 1 at Temple, Rhule hired Terry M. Smith as a Pennsyvania high school head coach to coach WRs. (Essentially the prototype for Rhule hiring high school head coaches). After a year, Penn St. poached him. Smith is now the AHC in Happy Valley). DiMichele was a GA in his first year and was promoted to coach WRs in Year 2. After Year 2, Rhule blew up the offensive scheme and tried something new. As a result, DiMichele was deregulated to Director of Player Development and Frisman Jackson was brought in from NC State. He stayed at Temple until 2022, when he came to Nebraska as an offensive analyst, though now it looks like he was an assistant safeties coach this year.
McGuire is likely getting the same deal. Things weren't the right fit at the P4 level. He still has merit though, and is being placed in a role where he can learn and grow, and eventually thrive. Maybe he does jump ship to another program soon, but in this day and age of unlimited assistants, if he offers something of value, like recruiting connections, he might be worth keeping around for now.
