I thought that was the case too. Maybe they did and he had to pay some of it back? That would make more sense of why they put the full amount on the W-2 in 2022.

Sounds like Nebraska adjusted the terms of his payment after Scott already filed his taxes for a lump sum, and paid too much as a result, or something to that effect.
