So if they transfer mid-year would the team they are going to still have to have an open scholarship THIS year? If so, that probably severely limits where you can go to. Most teams would (not NE in the past LOL) would have had their scholarships full, or at least given them to walk-ons at this point wouldn't they?

My best guess is he finishes the semester as a Wisconsin student. Some players come off scholarship in December so he can go basically anywhere in January.
I'm not totally sure how it all works with early enrollees and seniors who have exhausted their eligibility but need to finish up as far as the count goes, but I've never seen scholarships being a problem in that context and I think some august date is the critical date for the 85 limit to apply
