This rule change is NOT yet in the Division 1 NCAA manual; it was only adopted last Nov 14.

My understanding was that prior to this change transfer students who were taken off the roster under the new coach rule were given a virtually automatic waiver to the one year residency rule as the inability to compete was out of their control and the rule are, in general, set up to allow players to continue competition when there are roadblocks they can't control.
This rule appears makes it so an 85 man roster spot cannot be created if a new head coach to take a former transfer off the team and they stay on a financial aid package (new language in bold):


15.5.1.8 Aid After Departure of Head Coach. A student-athlete who receives athletically related institutional financial aid in subsequent academic years after the departure of a head coach from the institution is not a counter in a year in which the student-athlete does not participate in intercollegiate athletics, provided:


(a) The student-athlete participated in the applicable sport and received athletically related institutional financial aid during the coach's tenure at the institution; and


(b) The student-athlete does not participate in the applicable sport beyond the next regular academic year (including completion of the championship season in spring sports) after the departure of the head coach; and


(c) The student-athlete is not an undergraduate four-year transfer.



This eliminates the ability "cut" kids who transferred in.

This will affect who goes in the QB room - as 3 of the 6 counters transferred in

So if guys who transferred in at some point are safe then I'm assuming guys who have always been at Nebraska but haven't contributed are in line to transfer out or be cut.......right?

If that's right then I expect these guys to possibly be on the chopping block.....

if there is anyone who transferred in and graduates, they could still grad transfer, but this exception probably doesn't affect what you are listing much. I'm sure we will need more than 13 because we are bound to take at least 2-3 transfers in, I'd guess, and there are still rumors Alante Brown could return

I’d still like to see how Torress, Martin, and Jones Jr develop. And I don’t think Rhamir is in danger of being cut

also - how did you decide on Jucos? They aren't 4 year college transfers, they are 2 year college transfers

it's going to be hard, if not impossible, to keep guys just to see how they'll develop if you need to cut 15-16

I'd like to see guys develop too, but at some point the numbers have to be reduced and Rhule might have screwed up by taking so many freshmen and misinterpreted the regulation. There are gonna be some guys who shouldn't be let go that will have to be let go just from a pure numbers standpoint. Again, I don't know if I'm reading the rule correctly myself so maybe what I'm saying is totally wrong in the first place.
 
Another thing......my 98 number is my unofficial count. I don't know the real number. I also don't know about guys who I have listed as being on scholarship are still truly on scholarship. Example: Walk-ons that earned a one year scholarship might not have been renewed. Such as Nouilli or Reimer. In those cases maybe they were taken off scholarship and had NIL make up the difference. (I'm not sure if that is legal)

Who fucking knows at this point?
 
I'd expect more LBs & DL to go. We added heavily to both rooms with freshmen and transfers. Maybe Kpai and Buckley?

Could be guys who leave we don't want to leave. Ajay has been mentioned. It wouldn't floor me if Ty Rob left and cashed in somewhere.

It is all pretty confusing. I'm not convinced that I'm reading the rule correctly myself. Sure would be nice if one of our multiple recruiting sites had someone on top of this.
I think if you read the entire package of changes - which was all about changing the treatment of transfers from 4 year colleges, presumably because of all the portal activity - the meaning is pretty clear: transfers from four year colleges remain counters until their eligibility is used up.

Juco's do not count toward this. And they cannot "cut" the player but they can strongly push for transferring.

A lot of compliance people I spoke to about this agree that there are a lot of loopholes to this new rule. I'm still a young whippersnapper in the compliance field so I can't fully explain it all. But it still is possible to "cut" a transfer.

Also the main reason for this rule is that a coach can cut a kid but that kid can still have that scholarship for one full year after being cut if they decided to stay at the school. Not eligible for transfers though.
 
Juco's do not count toward this.
yeah, that was my point. Rule only applies to transfer from four year colleges based on the black letter language.

If you cut a transfer he stays a counter under this new revision.
