I remember Ted Ginn being BLAZING fast. If he got a step on you, he was gone. But yes, I also associate "electric" with elusiveness, and Devin Hester was certainly that.

As much as I hate the grapes at KSU, I'd put their punt/kick returner David Allen on this list before Ginn Jr. Allen played in the late 90s, legit threat to house it everytime
