This sounds like a novelty account misconstruing historical context.
In art - sculpture, paintings, etc. - depicting a tiny wang was a cultural way of implying someone being an intellectual. Giant peen was an implication that they didn't have much going on upstairs. I don't think that was actually "preferred" by anyone in real life.
