Do I understand correctly that Neb has the tie-breaker over both Penn State and Wisconsin for getting out of the bottom four slots in the conference tourney? Or did I bjork my understanding?

I believe that is correct. Rutgers coming back last night against PSU was huge for NU.

PSU has NW & Maryland left & UW has Purdue & Minn...NU really needs to win 1 more to feel safe getting out of the bottom 4.

Pretty sure you are old enough for when firing squads were the preferred method of execution so that part is taken care of.

Circular just means that everyone from 2-12 can beat pretty much everyone else from 2-12 so you've got very compact standings instead of years where the big ten is obviously in like 3 tiers: top 3, 4-9 for tourney teams, and then garbage
