So in the game of inches, we're just randomly giving teams unearned yardage.Yes. Its now the accepted/trained officials mechanics on all levels of college and most high schools that play on field turf. We play "line to line". You can thank the hurry up, no huddle for this, and also TV. It speeds up the game considerably.
Every 1st down starts on a yard line, line to gain is then obviously on a yard line.
Most spots are called "soft spots" where you spot the ball on nearest yard line, not between. I'd guess 98 to 99% of snaps start and end a yard line.
When you get within 1 yard of a first down you "hard spot", where you spot exactly where down. As an an official you make this obviously short or long of line to gain.
Since you have an obvious line to gain on a yard line officials know, without measuring, if a first down is achieved.
Edit: the TV part. When the yellow/white lines first started, they had perspective issues. A factor in line to line mechanic, was they could use the yard lines to determine perspective on any TV angle if it started on a yard line. Same with first down.
