If a defender crossed the line while he was doing that, it would have to be charged to the offense, right? “Drawn” off?

That's not legal and a very basic call. It's encroachment in every level of football. Not sure what game I was watching Saturday when they called an encroachment. It's a rare dead ball penalty on the offense.

Encroachment
ARTICLE 1. After the ball is ready for play, encroachment occurs when an offensive player is in or beyond the neutral zone after the snapper touches or simulates hands at or below their knees) touching the ball before the snap.
(Exception: When the ball is put in play, the snapper is not encroaching whenin the neutral zone)
